Green Building Council España finds Spain only 60 percent ready on transposing the recast EU Energy Performance of Buildings Directive at the 29 May 2026 deadline, ahead of most peers yet far from done. The missing pieces are exactly the ones that reshape operations: minimum energy performance standards, a new EPC system, building databases and renovation passports. With roughly 85 percent of the stock energy-inefficient and renovation stuck near 2 percent a year, the compliance burden lands squarely on building operators.
